The National Center for Atmospheric Research (NCAR) is one of the world’s premier scientific institutions, with an internationally recognized staff and preeminent research programs dedicated to advancing knowledge, providing community-based resources, and building human capacity in the atmospheric and related sciences. Located in Boulder, Colorado, NCAR is operated by the University Corporation for Atmospheric Research (UCAR) on behalf of the National Science Foundation and the university community.
What You Will Do
The Computational & Information Systems Lab (CISL) Director is responsible for the overall scientific and strategic mission, productivity, and excellence of the Laboratory in the areas of supporting and advancing the geosciences through computing, data management and research in mathematics and computational science. This includes CISL’s vision and mission and the leadership and management of the implementation of long- and short-term planning that supports the CISL and NCAR mission. The Director is responsible for the effective management and administration of the Laboratory.
The Director fosters interaction and collaboration between NCAR, UCAR and UCP staff and programs. In addition, the Director is responsible for program advocacy in a number of forums including government agencies, UCAR member and nonmember institutions and the scientific community at large.
As a member of the NCAR Executive Committee and as NCAR Associate Director of CISL, the Director shares in NCAR management deliberations offering advice on matters such as scientific goals, initiatives and standards, budgets, priorities, policies, programs, and other matters. This position reports to the NCAR Director. Specific duties include:
NCAR Leadership and Management Team
- As a member of the NCAR Executive Committee formulates institutional programs, practices and priorities, ensuring the integrity of NCAR science and the organization's role in the science community; prioritizes scientific initiatives within NCAR.
- Promotes science opportunities by fostering interdisciplinary programs and stimulating and facilitating coordinated science across laboratories. Fosters collaborations across NCAR in support of cyber infrastructure-oriented research, development and education.
- Represents NCAR program within NSF and other agencies, the university community and the national and international community.
- Promotes new programs and major sources of funding in collaboration with universities and other institutions. Channels national and international community inputs into the NCAR planning process.
- As a member of the NCAR Executive Committee, facilitates inter-laboratory science and tool-sharing and development. Optimizes development and acquisition of shared resources.
- May serve as Acting NCAR Director when the Director is absent.
- Develops Laboratory strategic plan and ensures implementation to maximize scientific opportunities, and financial and human resources. Initiates and implements large-scale activities.
- Leads research, evaluation, selection, and implementation of next generation technology in consultation with industry peers, research partners and sponsors. Must stay current with trending and best practices in the supercomputing industry.
- Effectively identifies how to use the most appropriate computing and data resources to meet NCAR’s strategic goals. This may require solicitation from universities, industry and government leaders in the field.
- Leads budget and program planning for the Laboratory, including establishing budget priorities. Presents laboratory budget proposals to the NCAR Director and allocates laboratory budgets among divisions, institutes, centers, and/or programs in consultation with the NCAR Director. Oversees inter-divisional decisions when there are competing needs for resources.
- Oversees and ensures the equity of the appointments, promotions, performance reviews and salary determination of Laboratory staff. Ensures workforce diversity and excellence.
- Supervises Laboratory's Division and Institute Directors and other direct reports.

- Demonstrated experience in solution design and enterprise architecture with focus on scalability and automation
- Working knowledge in Agile development environment with strong engineering principles
- Expertise in (Software as a service) SaaS cloud technologies
- Comprehensive expertise in business analysis, requirements analysis, technical documentation and business process reengineering
- Ability to articulate and gain internal and external support for scientific agenda. Strong communication skills, including executive level presence – for both internal and external facing communications
Requires a Ph.D. in a science discipline relevant to the mission of the laboratory and at least ten years of experience conducting or managing complex science programs; or an equivalent combination of education and experience. Must have 12+ years of relevant technical experience, including 10+ years in a leadership role.
