Summary

The Earth Science Division in the Science Directorate is seeking interested applicants for the position of Deputy Division Chief. The Deputy co-manages Division operations and provides technical and programmatic leadership over research portfolios in atmospheric science and terrestrial and ocean ecosystem science. The Deputy supervises personnel, coordinates with Division management to forecast and plan Division priorities, and evaluates and facilitates research activities.

Responsibilities

  • The Deputy Division Chief coordinates closely with the Division Chief, Branch Chiefs, and staff to conduct Division business and supervise personnel.
  • Supports Division management to evaluate existing research activities and cultivate new research endeavors that align with NASA Earth science focus areas. Coordinates with the Division Chief to forecast and plan Division priorities.
  • The Deputy Division Chief serves as an expert consultant on broad projects and programs with national impact in Earth science.
  • Maintains close contact with Headquarters, field centers, commercial industry representatives, management, and international partners for elements in advanced scientific areas.
  • Works closely with Earth Science Division program managers to define program requirements and align Ames staff and facilities to meet requirements.
  • Participates in national/international seminars and symposia relating to fields of expertise in Earth science.
  • Consults with management and planning personnel in preparing requirements and criteria for complex or high value projects or investigations; provides guidance, leadership and technical advice to employees and specialists within Earth science.
  • The Deputy Division Chief collaborates with engineers, scientists, and educators who are experts in related fields to maintain awareness of the latest trends and innovations in the field of Earth science.
  • Serves as recognized leader in Earth science and publishes and/or presents data that has far-reaching effects in areas of Earth science.
  • Maintains knowledge and capability in an Earth science discipline by serving on scientific review panels and planning and coordination committees.
  • Facilitates internal and external outreach activities to broadcast and share project plans and scientific outcomes. Develops and monitors performance metrics for the Division.
  • Develops and manages technical aspects of contracts, grants, proposals, cooperative agreements, and evaluates research proposals between the agency, U.S. and foreign universities, governments, industries, companies, or non-profit organizations.
  • The Deputy Division Chief informs the relevant Contracting Officers on progress, proposed contract modifications, validity of claims, analysis of proposals, and assessment of contract time extensions.
  • Monitors and examines Division budgets, conducts analyses within the NASA financial system, supports research proposal development with budget preparation;
  • Manages resources for Division operations in coordination with Directorate and Division Resource Managers. Advises the Division and Branch Chiefs on financial status for the purpose of decision making, planning and improving financial management.
  • Supervises and/or performs a variety of technical managerial functions typically in two or more areas of: resource analysis, technical management systems, technical engineering operations management, configuration management
  • and/or serving as assistant to a technical program/project manager, or higher level line manager.
