The Institute for Disaster Resilient Texas is seeking a Lead Data Analyst (Data Officer) who lead the Data Governance Working Group to develop and improve data governance policies and strategies, ensure data management best practices, and seek opportunities for data sharing across state agencies. Additionally, the Data Officer will broker data agreements with external parties consisting of government agencies and develops standards and action plans to improve the quality, standards, and consistency of data and information assets. The successful candidate will have a Bachelor's degree with a major in Data Science or Information Management, and will have five years of related experience developing or leading the development of information management strategies. Required Education and Experience:

  • Bachelor’s degree or equivalent combination of education and experience.

  • Five years of related experience developing or leading the development of information management strategies.

Required Knowledge, Skills, and Abilities:

  • Data management and architecture: Knowledge of technical architecture concepts and theories including databases, networks, and security.

  • Knowledge of laws, statutes, and policies for handling confidential or personally identifiable information (PII) data and requirements for the maintenance and dissemination of this data and information.

  • Interpersonal Skills:  Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

  • Organizational and Prioritization Skills: Organizational skill, the ability to be flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

  • Project and Program Managements Skills: Thorough knowledge of project management and program management principals and associated metrics and measurements.

  • Analytical Reasoning/Attention to Detail: Must demonstrate an ability to examine data/information, discern variations/ similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, solve problems, and prevent recurrences. Knowledge of master data, meta data, data warehousing and business intelligence principles and processes.

  • Ability to multi-task and work cooperatively with others.

 

Preferred Education and Experience:

  • Bachelor's degree with a major in Data Science or Information Management

  • Five years of related experience developing or leading the development of information management strategies

  • Ability to cultivate and maintain professional working relationships with people of diverse backgrounds.

 

Responsibilities:

  • Strategic Planning and External Communication - Develops and executes TDIS’ data vision, strategy, and roadmap in alignment with TDIS’ mission, goals, and objectives. Establishes policies for how TDIS collects, uses, acquires/purchases, manages, and publishes data. Leads and brokers negotiations involving data-related service agreements between TDIS and data suppliers and consumers. Participates in TDIS architecture design, planning, and data taxonomy working groups.

  • Management, Coordination, and Communication - Manages the cross functional Data Governance Working Group. Manages the execution of the data collection and acquisition roadmap. Reviews and approves strategic data projects, critical data elements, data governance and data quality standards, processes, and procedures. Assists with management of the lifecycle of data and information to comply with TDIS compliance standards. Oversees cross-functional data governance while simultaneously ensuring adoption and adherence to data quality standards. Coordinates and communicates with natural hazards related data custodians in the state to develop and maintain an inventory of authoritative systems, data, and owners. Assists in special inquiries, research studies, and internal audits.

  • Continued Education and Training - Attends training offered by TDIS and/or attends off-site training to enhance knowledge and skills. Incorporates knowledge and skills learned through training in your job duties. Performs other duties as assigned.
