Regular, Part-Time to Full-Time (50-100% FTE), Limited-Term (not to exceed three (3) years in duration), RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology, Department of Ocean and Resources Engineering (ORE), located at the University of Hawai‘i (UH) at Manoa in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

 

 

MONTHLY SALARY:  Salary commensurate with qualifications. 

 

 

 

DUTIES:  Supports the ORE SMART Cable Project Manager within the project office of the Gordon and Betty Moore Foundation (GBMF) Science Monitoring And Reliable Telecommunications (SMART) Subsea Cable Project to achieve the vision for SMART Cables detailed in the Project proposal and other SMART Cable publications. The Project outcome is: Sensors integrated into subsea telecommunications cables become the world standard, leading to a global network for sustained ocean observation, geophysical study of earthquakes, and earthquake and tsunami warning in a world with rising sea levels. Specific outputs are: 1) Lays groundwork for the science and early warning use of undersea cables by simulations of the observing system before deployment, data analysis after deployment, and sustained scientific operation; 2) Applies results of those simulations to optimize the modest-scale 300 km Vanuatu-New Caledonia cable system and extract the scientific results from this active tectonic subduction zone and dynamic ocean region. Demonstrates the capability of the earthquake and tsunami early warning system based on the SMART sensors; and 3) Establishes the international project office for Joint Task Force Scientific Monitoring And Reliable Telecommunications (JTF SMART) cables to facilitate adoption of scientific sensors in all new telecommunications cables to reach a global scale. Eight (8) subawardees and other participants with supporting expertise are part of the Project team. Produces and maintains expenditure documents for research projects (including subawardees), including travel, conferences, and procurements/payments. Reviews and reconciles monthly budget status reports and makes necessary revisions. Is heavily involved on matters relating to project grants and conferences/meetings, procurement and accounting, and advises project staff and Principal Investigator (PI) of relevant policy and procedure changes as appropriate. Collaborates with the PIs and Fiscal Administrators (FAs) on review of fiscal reports and on the execution of fiscal actions. Works with granting and cooperating agencies, UH and RCUH departments, and project staff for pre-award and post-award functions. Works with international governments, industry, and academic entitles as they relate to SMART Cables. Arranges logistics for meetings, conferences, and site visits. Coordinates travel for participants, visiting researchers, and others. Prepares technical papers, reports, abstracts, and announcements for publication or email distribution. Assists with personnel and equipment inventory tasks. Prepares project proposals to granting agencies, ensuring all aspects are in compliance with application policies and procedures and coordinates submission with the Office of Research Services and the SOEST Fiscal Office. Reviews proposal budgets for accuracy and makes necessary adjustments. Reviews proposal content for grammar, style, and consistency with budgetary items. Maintains office and computer supplies, processes telecom and inventory requests. Oversees student and temporary staff as needed.  Inputs, reviews, and approves HR Portal transactions, including eTimesheets on behalf of or in the absence of the PI with the PI’s concurrence. Maintains and works with other supporting staff on web and social media. 

 

 

 

PRIMARY QUALIFICATIONS:

 

EDUCATION/TRAINING

 

Bachelor's Degree from an accredited four (4) year college or university.

 

EXPERIENCE

 

Four to six (4-6) years of progressively responsible project administration/support and project management experience, which includes budget planning and personnel administration, including experience in the scientific research environment, and demonstrated experience with complicated transactions involving purchasing, travel, services agreements, and other related transactions.

 

KNOWLEDGE

 

Functional knowledge of the principles and practices of basic government and fund accounting systems and research administration. Knowledge of common office equipment and software (e.g., Microsoft Word, Excel, and PowerPoint, Adobe Acrobat, etc.), and web and social media.

 

ABILITIES & SKILLS

 

Ability to analyze, interpret, and use sound logic and judgment in the application of a variety of financial and administrative rules and regulations. Ability to multi-task and manage various ongoing projects on a daily basis. Ability to travel to various locations for conference and other work, as assigned. Must possess strong communication skills. Ability to use computer, word-processing, and spreadsheet software (e.g., Word, Excel, and Mac OS). Ability to understand and follow complex oral and written instructions.  Post Offer/Employment Condition: Must be able to complete the UH Title IX training within twelve (12) months from date of hire.

  • Manages and executes the Moore SMART Cable Project together with eight (8) international subawardees and other participants. This includes the modeling/simulation/data analysis groups, capacity building activities associated with Vanuatu and the region (e.g., training events and formal education), publications, workshops, and conferences, and aspects directly associated with the cable system, data management, and early warning. Inputs, reviews, and approves HR Portal transactions, including eTimesheets on behalf of or in the absence of the Principal Investigator (PI) with the PI’s concurrence. Works through sponsoring United Nations (UN) agencies for further member state endorsement, facilitating more engagement (e.g., International Telecommunication Union (ITU), World Meteorological Organization (WMO), and Intergovernmental Oceanographic Commission (IOC) of UNESCO, UN Decade of Ocean Science); Works within the international Framework for Ocean Observing, IOC/WMO Global Ocean Observing System (GOOS), IOC Tsunami Programme, UN Decade, including legal aspects; Develops relationships with international and regional telecom regulatory and operator organizations, to trickle down to national levels (e.g., facilitated by Portugal and the Community of Portuguese Speaking Countries, CPLP); Further develops relationships with multilateral development banks and other funding sources; Proactively, within each country and internationally, connects with key stakeholders and educates them so that they will support domestic, regional, and global scale projects when opportunities arise; Starts a data management activity to coordinate activities across various SMART cable projects; and Encourages capacity building. Available to work on the weekends, evenings, and holidays. Will involve travel to international, national and regional meetings.

 

 

PRIMARY QUALIFICATIONS:

 

EDUCATION/TRAINING

 

PhD from an accredited college or university in Geosciences, Engineering, Public policy, or related field. (Master’s Degree from an accredited college or university and six to eight (6-8) years of related experience may substitute for PhD Degree.).

 

EXPERIENCE

 

Two to four (2-4) years of progressively responsible program management experience, including the preparation of successful proposals for program or project funding, experience working in related fields, experience working with diverse groups of stakeholders towards a common vision, experience  working with ocean observing and technologies, and experience working with regional, national and international bodies. Must include supervisory experience.

 

KNOWLEDGE

 

Knowledge of SMART Cable objectives and the development of  earth and ocean observing systems. Demonstrated knowledge of the relevant topics for effective relations with community and stakeholders.  Familiarity with international cultures, customs, languages, and practices.

 

ABILITIES & SKILLS

 

Must possess excellent verbal and written communication skills. Must be proactive. Ability to plan, organize, and facilitate stakeholder workshops. Ability to communicate SMART program goals with stakeholders, partners, and the media. Ability to maintain a high degree of organization and be able to lead effectively in a team environment. Must possess collaborative, inclusive, and motivated work ethic. Excellent organizational, managerial, and time management skills; ability to meet deadlines, guide staff towards achieving long-term program goals, and successful experience in developing, directing, and managing multiple projects. Proven ability to successfully translate complex scientific subjects to lay audiences; and proficiency in the use of Microsoft (MS) Office products (Excel, PowerPoint, Word), Adobe products (Acrobat), and web and social media. Ability to utilize web and social media. Ability to effectively conduct work remotely (e.g., telework when traveling) as applicable.
