You will serve as a member of the Senior Executive Service as the Superintendent of the Space Science Division at the Naval Research Laboratory (NRL) in Washington DC. You will be responsible for the conception, planning and formulation of the scientific program of the Division in pursuance of the needs of the Navy. The Space Science Division has approximately 120 civilian employees, contractors, postdoctoral fellows, visiting faculty and students and operates an annual budget of $55 million. You are a recognized authority in the field of space science.
Major duties:
• You will conduct a program of research development, test and evaluation leading to the creation, adoption and application of new concepts, principles, methods and techniques in the scientific field of space science.
• You will be responsible for formulation of the general policies and objectives necessary to carry out the Research and Development program of the Space Science Division.
• You will represent NRL in matters pertaining to space science, space weather models, and relevant effects on Naval capabilities.
• You will plan and direct the effective administration of the Division including problems of personnel, experimental facilities, laboratory space, finances, safety, security, priorities, morale, etc.
• You will serve as scientific consultant to the Navy, other departments of the Government, allied foreign governments and various other interested groups on matters in space science.
• You will plan, direct, and regularly review the prosecution of broad programs in the space science, which includes formulating and developing innovative scientific and technology program proposals in space science research and "marketing" these proposals to sponsoring activities or
executive level management.

Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the ECQs and MTQs will eliminate you from consideration.
Mandatory Technical Qualifications (MTQs):
1. Demonstrated competence in physics and/or engineering sciences which provided documented,broad and comprehensive knowledge of space science research.
2. Ability to formulate and develop innovative scientific program proposals in space science research and "market" these proposals to sponsoring activities or executive level management. Included in this is the ability to gain acceptance of and execute highly complex technical programs.
Executive Core Qualifications (ECQs): You will be assessed against the ECQs. They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. (Each must be addressed separately in your Supplemental Narrative Statement. The ECQs must not exceed 10 pages.).
